SIRIM Berhad, the national standards development agency responsible for maintaining the standardisation infrastructure appointed the Malaysia Cable Manufacturers Association (MCMA) as a standard-writing organization (SWO) on November 24, 1997. 

The appointment of SWOs is akin to SIRIM sub-contracting the writing of standards to public or private organizations, while SIRIM facilitates the implementation of these standards. 

The strategic appointment of MCMA enables the association to prepare standards on electric cables and wires for the power and telecommunication industries. These standards may either be solely for the industry or for conversion to Malaysian Standards (MS). A significant milestone to MCMA in its aspiration to realize one of MCMA's major objectives as envisioned at the time of its formation. 

An industrial standard differs from an MS in that it is implemented only on a voluntary basis among companies in a particular industry. An MS is subject to comment from public including consumer groups and academicians and is compulsory before being accredited as an MS. 

This endeavor is in line with one of the strategies approved by the Cabinet in October 1991 where public and private sectors are identified to play an important role in enhancing the industrial efficiency, improving the competitiveness of Made-in-Malaysia products and ensuring consumer protection. Notably, the SWO appointment is not a privatization effort on the part of Sirim but instead a commitment by both parties in supporting the objective of being an industrialized nation by the year 2020. 

With MCMA's experience and technical expertise, the opportunity arising from the distinctive arrangement with Sirim shall be converted to enhance the quality of products from the cables and wires industries not only on domestic base but also on a global base.
